Riley lived in the Philippines and was a young girl when she realized the damage a bit of rain and wind can do. It continued haunting her through her years at Hogwarts as it was all she could do to keep herself from fainting when she saw rain. When the Marauders decided that they'd help her get over her fear by making her face it they forced Riley to go out into the very thing she tried to avoid.
