TelepathyandYou!
A Guide for the Concerned Citizen
Many people in this day and age believe that there is no such thing as a Romulan telepath. That's simply not true! Our Vulcan cousins are not the only ones who display psionic talent (although they'd like us to believe so!)
What is a Telepath?
A telepath, as defined by the Romulan Government is any person who has a psi rating of 0.5 or higher.
Not all telepaths can read minds! Psionic talent is rated on the follow scale.
P0.5-P2: A very low talent. The person is likely not consciously aware of it. It manifests as a particular ability to judge character; an 'intuition.'
P2.5-P4.5: A slightly higher level of talent. A telepath in this range is unable to read individual thought, but will be able to sense emotions. He or she will be consciously aware of their ability.
P5-P7.5: The 'standard telepath.' A person with this ability is able to pick up thoughts with little to no difficulty. They are aware of their talent, and are able to control it.
P8-P10: An extremely strong telepath. Individuals of this talent are able to enter minds to pick out the thoughts of their choosing. This level is extremely rare in
Romulans, occuring in only 1 in 10 000 000 births. Telepaths of this level are generally mentally instable and often die before their tenth year.
P12: A theoretical level. No Romulan has ever been born with this level of talent.
Who Can be a Telepath?
A telepath can be anyone! There is currently no way to identify psionic talent just by looking at someone.
What Are the Symptoms of Telepathy?
Symptoms of untrained psionic talent vary, but these are some of the most common:
Frequent migraines
Mental instability
Paranoia
Psychosis
What Should I Do if I Suspect a Friend or a Loved One is a Telepath?
Untrained psionic talent is very dangerous! The constant barrage of thoughts and emotions is very hard on a telepath's nervous system, and will eventually cause psionic shock, which can lead to psychosis, catatonia, and death. Proper training allows the telepath to block out these unwanted stimuli and preserve their sanity - and their lives.
If you suspect that someone you know is a telepath, encourage them to get help! There are many resources for telepaths stationed both on the homeworlds and on the colonies.
If your loved one cannot, or will not learn proper psi techniques, they will need to take sleeper drugs to inhibit their talent. This is not a penalty, but a matter of their own safety. Make sure that they take these drugs. It's the kindest thing you can do for them.
Telepathy is a talent that is often misunderstood and feared. Do your part to help the psionically gifted reclaim their rightful place in society!

"What is that?"
"It's a general bulletin that's just come in on all channels," Donatra answered. "It's odd. There's something about it I just don't trust. You're a teep, have you ever heard of this Institute?"
"No," Tomalak replied darkly. "And I hope I never do."
