Because, you see, a god cannot be killed. A god may possess a mortal, for a time. And it is true that Kira was born in Light. It grew strong in the light, until finally it was too much for just one human anymore. Kira moves on.
Light inspired this. Near thinks. He showed them power, and how to use it.
It turns out, you don't need powers or a Death Note to become Justice. You don't have to burn bright, like Light, and L.
693 more criminals died today. None were of the neat heart attack Light(Kira) preferred. Over half were beaten to death by mobs who knew that Kira had it right. Mobs screaming YOU HAVE TAKEN OUR GOD AWAY. And screaming IN THE NAME OF KIRA.
The rest were killed by law enforcement
Kira's followers--and their numbers are always growing--know that the god abandoned his original host. They know that Justice lives within themselves, now. And the power to enforce it.

Japan has instituted a Kira's Justice clause in their laws. There is no penalty for killing murders, rapists, or criminals in cold blood anymore. The jails are filled and there aren't enough people to support the country.
Almost at the same time, other countries are creating their own versions.

There are a few strongholds of non-believers left, but they too are fading. Kira is the new god, Kira's Justice is the new law.
The Sun's Light beat down on a forest, drying everything up until one spark made a sound like (Kkkkkiiiiirrrrraaaaa) and lit the forest aflame.
The world is burning and burning. And the god's final test: Will the phoenix of humanity rise from the ashes?
Near dies when the mob overwhelms the guards and the walls, when the press of bodies, unfeeling of some of their number dying because they are thousands and what is a hundred to that, topples the walls with little more than hammers.
It's a crude way to go, being ripped apart by twelve dozen hands all trying to get a piece of him.
They don't even know he killed was the one who cause Light's death, and that's what Near regrets the most.
