Magic has its limits. The main limit being that usually only those who can use magic can see its effects.
My example being my friends. There are seven of them. Flying Mint Bunny is my friend. The rest, however, were not supposed to be. They were supposed to be human.
Tinkerbelle was a girl, small and light, perfect for running around Sealand's tiny country with him.
Hook was a boy, good at fighting and fulfilling the role of the 'villain' to America's 'hero' but still scared of silly things like America.
Alicorn was a girl, and a good runner. She was quiet with a loud laugh, and loved to splash around in water. She would have got along with Australia.
Charlie was a quiet boy, much like Canada, and polite like him, and caring like him. They would have been the best of friends.
Eion was short, in stature and in temper. He would have made New Zealand laugh. He was good with animals, and could hold alcohol well.
Ema was a peaceful girl, but determined like Hong Kong, and very motivational. They could have done anything together, and they'd have succeeded in their plans, one way or another.
A hand rests on my shoulder. "Are you alright?"
I turn to look the 'imaginary' pirate in the eye, blinking back tears. "I'm fine, Hook, I'm just fine."
"Hey, British dude! Who are talking to?" America hollers across the room.
"No one," I call back. I send him a grin, and the 'hero' goes back to whatever he was doing before. Lowering my voice, until no one, not even my 'imaginary friends' can hear me, I give the real answer; "The friend I tried to make for you, so you would never be lonely. I'm sorry. I failed."

Based on the following headcannon, from the littleaphheadcannons blog on Tumblr;
All of England's 'friends' are failed attempt to make siblings for America (or Sealand, and any other young nation he looked after). Since countries cannot have children themselves, he had to use magic, but England had since lost his magic touch due to the witch hunts. England does this because he did not want them to have a lonely childhood like he had.
