They aren't alive. I would know. I'm on a team with one.
But they can come to life. I've seen it happen - no, really. Sai - the one who was on my team - never smiled. Okay, never really smiled. He would grin like one of Sasori of the Red Sand's puppets (believe me, I've seen those too); he would speak like one as well.
I don't know why he changed, not really, but I'm kinda glad he did. And I'd like to halfway attribute it to me since he basically only interacted with me, Naruto, and Kakashi. Outside of being a puppet, that is. The other half goes to Naruto, who can make anyone smile as brightly as him, even an ass like Sasuke. Also, he'd make me treat him to ramen if I didn't include him, anyway.
I've seen a puppet come to life.
The problem is, there are hundreds more puppets - jerking around to the strings of a puppeteer. And I'm not gonna name who that is, because even thinking his name could probably trigger some alarm and cause him to send ROOT after me, but...just by the word "ROOT" you can probably tell.
