All of the Weasley children were heartbroken at Fred's death. Suddenly there was 6 not 7. Obviously the one who was worst affected was George- he had lost a half of himself. Strangely enough, Percy was affected almost as much. He had actually seen the death, and convinced himself that if he had not distracted Fred, he might have still been there.
By the time the funerals had been sat through for all of those who had died Percy was set- he would leave politics for ever- it had only every taken him away from his family, and he realised that.
He offered George his services as a second Weasley brother, and after he had helped George a little with his grief he was offered the job.
It only took everyone a week to remember that Percy "Percy wouldn't recognize a joke if it danced naked in front of him wearing Dobby's tea cozy", but no one wanted to say anything to him, and he was determined to make up for his past behaviour.
A year later, when George's relationship with Angelina got serious and she moved in with him, she offered to start working in the shop, so Percy was no longer needed. It was a relief to everyone when Percy took this as his time to bow out of the joke shop business and return to politics.
After all he had tried, he had dedicated a year to his family, refused to do the job that he really was made to do, for his family.
And of course after all it is the thought that counts.
