Spoilers: End of S5 for Buffy but up until Sleep Tight on Angel, or even to Double or Nothing S3. This is an answer to a challenge. (See below)
Author's Notes: I'm going to be slowly posting chapters for this story as I write them. As soon as I finish it I will send it out to the lists that I subscribe to. This is just for me to get feedback on what I've written so I know what to add or remove. Please don't hate me! ___________________________________________________________
Part 1
Thirty years… Thirty years since she had died. Although it seemed like just yesterday jumping off of the platform, she never regretted doing it. Sure she had a soul then, it was all Dawn this, and Dawn that. She would have sacrificed her life any day for her younger sister, but now… That's a totally different story. Thirty years… Thirty years since she was sent to hell. Coincidently, without a soul! Nobody knew the joy of killing until they truly lost their soul, what a rush! To see a person's face as their life slowly- or quickly depending on her mood- faded away. Nothing could compare! Oh and there were humans down here. The ones who had been condemned from heaven and even from the outer reaches of hell. They had to be if they were sent here. Just like her. Sure, she saved the world but she killed a lot of things to do it. She could never make anyone happy she thought with a laugh. There was an added bonus to hell, she was now immortal. Right now she was 50, but being immortal, she looked like she was still 20 years old and could still fight like it too. That was one of the ways she lured wayward men into her bed and then disposed of them.
It wasn't so bad in hell now that she thought of it. Being known as Master around here was a pretty good deal. No one harassing you, except the occasional master wannabe. They were always easy to take care of, a snap of the neck, a hot iron rod through their skull, there were numerous ways of killing that invoked pleasure in her. Unlimited food, enough demons to kill so you kept in shape. People coming at your beck and call. Not a bad life. Sure it was lonely but having minions to do whatever you want, and I do mean whatever you want, was like no other experience. She wasn't too disappointed in her life in hell. Hell, she was thrilled, no pun intended.

What if Buffy was never resurrected and was in hell not heaven?
Must haves:
Angel turned human while Buffy was in hell making Angelus go to hell too
Buffy and Angelus ruling over hell together
Since one day one day on earth is like 100 years in hell Buffy was made immortal
Buffy is evil and has no soul
Must be B/Aus!!!
When Holtz took Connor into the hell dimension it's the one that B/Aus rule over. Angelus finds out that Holtz took his son, kills Holtz and raises his son w/ Buffy
Conner goes back to earth just like in the show
But this time with Buffy going after him
Since there is no way of getting back to hell Buffy and Conner stay there
They have to find a way to replace Angel with Angelus
Smut
Cordelia bashing
Don't turn Buffy good make her stay evil
Have B/Aus be good parents to Connor
Optional:
Dawn
Spike- but only if he only loves Buffy as a brother and is evil
No one believing Buffy is evil until she kills one of these people claiming they were just getting too boring or something petty like that
