More like "Monochrome Cyber". They intend to blackened the heart of the children and make them visited the "Monochrome Factory" and they will be turn into a robot or Monochrome Cyber. This Project is not to kill everyone or something like that, but more like the World Domination. Whether the leader for this project is a cyber or not is unknown. But we know for sure.
