Owen Granger did things that people tended not to like when he arrived in Los Angeles. Director Vance had ordered him to basically dissect and take apart one of the best teams in the agency. When they'd found out about Kensi Blye's latest activities, the necessary evil had to be done.
He didn't want to, but he had to.
He didn't want to have to go after Hetty. In truth, he actually admired the woman. It was because of her leadership and abilities that Callen's team was one of the best. But he was also concerned that she'd become to attached to them, and vice versa, making her blind to the fact that one of them may be a killer. And he had to make it look like he was after Hetty to throw Blye off guard, and also to test their abilities as a unit.
He didn't want to, but he had to.
He didn't want to have to accuse Donald Blye's daughter of murder. He didn't want to think that she would dishonor his memory by killing off his old unit one by one. Donald was a good friend of Owen's, a brother in arms. It made it personal and even painful for him. But justice needed to be served and if he had to turn Kensi in then that is what he had to do.
He didn't want to have to kill Peter Claremont. Well, perhaps some satisfaction that he wouldn't admit to himself did take place. But he was also a former friend and it pained Owen when he found out that Claremont would betray them all. After years of searching and investigating, blood sweat and tears, Kensi finally got her answer and so did Owen. He just wish he wouldn't have had to throw her and her team into chaos to do it. Many thought him a fool and a bad guy for doing everything he did. But in the end, it was the necessary evil that got the job done.
He had no regrets, but he just had to.
