This story begins after Tsunade is elected as Godaime Hokage and will keep on progressing afterwards.

"You mean to say that I'm not capable enough to protect this village?!" Tsunade gritted her teeth so hard, trying to control her anger while looking at the two elders in front of her.
"You know that's not what we mean, Tsunade. Please, try to be reasonable," Mitokado Homura said.
"Yes, we are just trying to help you here, Tsunade. You know with the attack Konoha just suffered, our best shinobis are all on missions and those who are staying in the village are helping the civilians rebuilding the village. And even then, their numbers and strengths are not enough," Utatane Koharu added.
"And here I thought you were the one who elected me as the Hokage of this village. We are strong, we can protect our own village with our own power," the Godaime Hokage scowled.
"We know that very well, Tsunade," the older woman said. "Nevertheless, there is nothing wrong in trying to put more strength, is there? In trying to give more protection? With Konoha in this state, there is quite a good enough chance that some other villages might try to attack us as well."
"Yes, there is nothing wrong with that. What is WRONG is your way of doing it," Tsunade did not even try to hide her temper anymore now.
"Why? We thought you would be quite happy, considering what this idea entail," this time the man said.
"How dare you think like that! This is a disgrace! To them and to us as well!" Tsunade all but gritted the words out.
"Tsunade, you shouldn't be selfish," the man said again. "Think about the villa-"
"Me? Selfish?! It's you two who are selfish! What's with coming up with this ridiculous idea and-" Tsunade started, before being cut off as Homura hold up his hand.
"Look Tsunade, you don't have to be happy, jumping up and down about this, but you should not be selfish as well. Yes, selfish," Homura said as he saw the blonde woman about to interject yet again. "This is not about you, only. This is about Konoha. Being a Hokage does not mean you can choose any decision based on whether or not it suits your desire."
"Well, I know that-" Tsunade said before she was cut off yet again.
"Then you must realize and understand that this is the best option we have. Especially with the young Uchiha boy off with Orochimaru now. You should know, before anybody else does, what it means to Konoha, to its people." This time it was Koharu who spoke.
"You don't have to like this, but you must think of the people here. Now look out of the window and tell me what you see there."
Tsunade unwillingly looked and sighed. After a long moment, she finally looked up and whispered hardly, "Just remember, then, that if something happens, you two would be the first ones to be put at fault."
Koharu and Homura smiled.
"Well, it's settled then. Resurrection Plan A is set in motion: Revive the 4 Kages and Uchiha Madara."
