Strange incident occurred in area of downtown. Inspector Akane and Enforcer Ginoza tasked to investigate but unknown identity made appearance. "Perfect" can be interpreted as "Complete" but there is a fundamental flaw for being completeness. What is the measurement of completeness? What is identity of this unknown figure and their motive?
