Kyouraku and Urahara made an awful captain/vice-captain team. Ukitake said this was because they were both crazy slackers. Neither of them could quite find an argument to that.

They fell into bed together, had a wild affair, and jumped apart just as fast. Not that they stopped sleeping together, recreationally, after a few glasses of sake. Sometimes they could get Ukitake to join them and sometimes they could get Yoruichi to join them, but they still hadn't managed both at once when Urahara was promoted to captain of the 12th.

Kyouraku was sad to see him go, but now he was actually expected to do all that paperwork that had piled up. "Nanao-chan!"
