Kamen Rider Ultra

A mysterious being calling themselves Kamen Rider Ultra has been destroying monsters, by the time our troops arrive he has already finished. This is making us look ridiculous, so neworders are being given to all troops to shoot on sight. Ultra's description is as follows:
Target is heavily armored and has a helmet similar to Kamen Rider Meteor in his "Meteor Storm States", but with a faceplate more like Dark Kiva as the wing-like visor merges seamlesly into the wings on the helmet, a chestplate similar to Fourze's "Cosmic States" and armor on its wrists and ankles ar similar to "Hyper Kabuto's". The rest of the legs are covered by armor similarto OOO's when he uses the "Wani" medal, and his shoulders have armor over them similar to Kamen Rider Saga's shoulder pads. Its upper arms have armor like Kamen Rider Blade's "King Form". It's visor is green and helmet, as well as wrist and shoulder armor, is red. Upper arm and leg armor is white and the chest plate is gold, the unarmored portions are blue and he has a device like a belt buckle that seems to have a bat with a switch of some kind with a circle in its chest that hangs from sliding rail. He has the ability to summon multiple weapons seemingly out of thin air and so he is extremely unpredictable. Approach with extreme caution, then terminate with extreme prejudice.
