Head Gamemaker Cypress March is in trouble.
She knows last year's games has put her at a disadvantage. No longer as she at the peak of the tower, at the top of the circus. No, no, due to her foolish lapse in judgement and weakness, she and President Phocus are in dangerous waters. She isn't paid to have a heart.
The President is very close to resignation. Others, more vicious and calculating then him vie for his job. Maximus King, Otho Jux and Coriolanus Snow. Men who would be more than just figureheads.
Sitting alone at her desk, Cypress stares at her computer screen, her finger lingering over the button that will send the basic Game plans to Phocus. Cypress knows she is smart, that is why she got this job. She's invented something that will raise the stakes and the excitement of the legendary event.

It includes the speech the President will give, the layout of the arena, the possible traps. And the catch: Tributes will be voted in by the people of their own district.
Cypress smooths her hair back and clicks send. This is her last chance.
Because the tributes are being voted, make sure to include a reason for why. Is it because they are the toughest, strongest teenagers in their district who have the best chance at winning? Or are they the least cared about, the strangest, the weak who matter to nobody?
