Vernon Dursley, like most humans, was a person of many visible faults but also many hidden virtues. You did not have to be in his presence long to see his many faults. Vernon was a man of quick harsh judgement and even quicker temper. He often over indulged those he cared about, and gave harsh punishment for those who angered him. Most would say that there were no good qualities in Vernon Dursley.
But if their was on virtue that Vernon was proud of and that even his most staunch enemies would agree on is that Vernon was a family man, and was very loyal to those he saw as family.
It was this trait that lead Vernon to marry Petunia when she told him about her magical sister, and it was this trait that had him treating his sister-in-law Lily respectfully when she was visiting. It was this trait that had him looking at the woman across from him and slowly judging whether she would be a good guardian for his niece.
But most importantly it was this trait that had him calling Lily when his newborn son became ill.
Vernon had known for a long time that he would likely have to ask Lily for help. It had been in the news almost daily for months about a horrible illnesses that was killing newborns. Doctors were stumped about what was causing it, and unable to stop it. The only thing each child had in common was that they were born early, with dark red veins on their body, without crying.
So when Petunia had first told him she was pregnant, Vernon had started to plan. Fist was to contact his Sister-in-law, and ask for her help. Lily only had to hear the news before agreeing to come to their aid should they need it.
Second was setting up a quick means of communication, a problem which was solved by Lily's ex with a small hand help mirror. After that it was simply a matter of waiting.
Six months later when Dudley Dursley came silently into the world, Vernon made the call, prepared to do whatever it took to save his son. Lily Evans showed up with a quiet pop and immediately got to work over his son. It seemed she had been waving her wand for hours before she stood up and declared.
" I can save him, but he will have magic."
"What!?, I don't want my baby to be contaminated by your freakishness! Vernon tell her to leaving."
"Will he die without it."
"Yes."
"Then do it."
"Vernon!"
"I don't care if he has magic, as long as he lives."
Cowed Vernon watched his wife sit back, turning his focus back on his Sister-in-law. Slowly as she worked he watched his son heal, red veins disappearing. Finally he opened his mouth and screamed.
It was right then and there that Vernon decided Lily was family and he would do whatever he could for her. It was why he didn't hesitate to welcome his illegitimate niece into his house when she was left on his doorstep. It was why two years later, after his wife still hadn't warmed up to Harriet Evans, but instead seemed to grow more hateful of her, that Vernon made the difficult decision to separate from Petunia. Before for he could do that though he needed to get Harry away from his wife. And now he finally had the solution.
"So Mr. Bovino, have you ever thought of adoption?"
