Summary: Zuko's the new Fire Lord, but that doesn't mean everything can change overnight. Katara waits until the day they'll be accepted.
Notes: I own nothing. I am ignoring the Maiko and Kataang endings. Because I can.
Katara isn't stupid. She knows that a hundred years of oppression doesn't just go away overnight, just because a right and noble Fire Lord is now on the throne. So many members of the Fire Nation may still try and spread their influence, the teachings of all the old ways too far ingrained in their heads for immediate effects. And the people of the rest of the world wouldn't automatically trust the Fire Nation.
No, time may not be on their side, but they can only wait.
They wait and they do their best to soften the world. Zuko, Fire Lord Zuko, does his best to teach everyone to embrace peace, and has those he trusts most in his guard sent out to capture the troublemakers that try and oppress the way they always have. Katara sets out across their world, helping out however she can. She heals the sick and wounded, takes down the troublemakers Zuko's also targeting, waters crops, whatever she can do.
And sometimes her travels take her back to the Fire Nation, and she visits her old friend Zuko, and they sneak secret moments in the palace corridors that can't be talked about, not yet.
Because they have to wait. The world is still separated, and the hatred is still there, and no one wants the rift to grow even further apart. In time, with effort, the rift will heal, and the people will love, and then Katara can stop traveling.
Until then, she moves onwards, waiting for the day Zuko can call her his.
