The ninja system was said to be in place for hundreds or maybe even thousands of years. Most probably ever since chakra was given to humankind. By whom, or for what purpose, ultimately didn't matter. It would eventually have lead down the same path anyway.
It wouldn't have mattered simply due to the nature of any living being. If enough of a bad thing happens, no matter the circumstances, living beings or in our case, human beings will find a way to avert it from happening anymore.
We are in many ways different from animals. One of the most prominent and popular difference between a human and animal is said to be the presence of emotions. While some say that the subsequent result of our emotions, the conscience is a boon to have, emotions are far too varied to be generalized and to be considered a gift to possess.
They are widely regarded as a weakness as well, but usually by people with more ruthless intentions, especially by ninjas. In another way we are better than animals, is by our possession of superior intellect.
So let's be grateful that we are not animals.
Though in animals' defense, they never waged wars against each other. They live by their needs and instincts.
The Clan Wars would have stopped even without the First Hokage's dream. It would have definitely taken much longer. The death tolls would have had to climb to an alarming rate for everyone to overcome their emotions.
Human beings would have had to force themselves to shut their emotions down to avoid extinction. Though in every age there will always be people with the will to stop the violence and bring about peace. These people become the catalyst to the end result of a peaceful era. But ultimately, they are only needed to quicken the process; the result can be achieved without them as well.
Rarely do such people succeed though. After all, one person can only take so much. Sometimes they can take enough. Other times, which is unfortunately most of the times, they break.
I am glad the First Hokage didn't break. His only surviving brother was said to be an iron pillar of support to him ever since they were children and until he died.
I never had such a support. The ones I believed could have been are either dead or have betrayed me. The only closure I can get now is by at-least making sure that Pain will die. If it means releasing the living disaster in front of me, then so be it.
This is my answer to Pain's question.
Our basic instincts of survival will usher the peace that is needed.
I cannot and do not wish to be the catalyst to peace because I am out of my capacity now.
