"Well, you're not taking Ancient Runes, why should you care?" she said acidly, storming into the girls' dormitory. "I need to get this work done!"

She had a sneaking suspicion that Ron had taken it, but she was too tired to get it. She would get it the following day.

She sat at her dining table at home, finishing some holiday homework. She searched for her Runes dictionary for an entire hour, but could not find it.

She sat back down in frustration. If only she could use her magic to find it! Why couldn't she use it, anyway?

She remembered reading a book on it: a law called the Statute of Secrecy had been passed to protect the wizarding community from the Muggles, who despised witchcraft. But how bad could it have really been?

She decided to see for herself. After all, she wouldn't be changing anything, and she had to know-before she did anything rash.

Besides, how long would she get to keep the Time-Turner for?

She travelled back in time into the year 1879.

A young, brown-haired Auror burst into the Minister of Magic's office. "Sir, there's a situation down Old Street."

"The usual?"

"Yes, but there are more than last time."

"Get a team of ten and work on it."

"Yes,sir." The Auror swept from the room.

The Minister of Magic got up in distress. This had been happening for the past four decades-even before he had become Minister for Magic-and was still ever-present. When Muggles saw magic being performed, they lost control. They mocked them, hurt them, tortured them and –in some cases-burnt them. The Muggles would never like wizards; that was a fact. The wizarding world had tried to ignore them, claiming that it wasn't a disturbance. Some wizards and witches learnt to enjoy being burnt. But this year, things were escalating. It was November, and they'd had twenty-four "incidents" so far. In some areas, it had even gotten so bad that the Muggles had hunted wizards down like animals. Finally, those wizards took refuge in caves, of all places. He had dispatched Aurors to help, but it was never enough.

He would call a conference, he decided. He would attempt to put an end to this fallacy once and for all.

On 31st December 1879, the planned conference was held.

The Head of the Auror Department was the first to demand that something should be done. After many hours of lengthy discussion, they made a decision. It would not be perfect, and it was quite likely that the entire Wizarding World would revolt in protest, but it might-could-would work in the end.

At the beginning, many department heads didn't see the need for change. Most felt that they should prove their superiority to the Muggles. Even the Deputy Minister asked," Sir, shouldn't we fight them again? They did the same to us. They hate us, so we might as well hate them."

But he-the Minister-only smiled tolerantly. "We can't stoop to their level," he said softly. "Remember, Darkness cannot drive out darkness; only light can do that. Hate cannot drive out hate; only love can do that."

They decided on a law, plain and simple, to keep them hidden from the Muggles.

The Statute of Secrecy was born.
