Konoha has been having problems. Ever since the Yondiame died and the civilian council gained power, Konoha's ninja have been lacking in quality. So much so that the gangs and outlaws of Konoha have been able to do as they wish and not be brought to justice. Most of the council members are corrupt and power hungry and believe that they have more power then the Hokage himself. One day Naruto meets Jiarya who agrees to train him. One day Jiraya is kiddnapped by a group of thugs and Naruto goes and saves him. While scouting out the nearby area, Naruto finds an abandoned shack and he hears his name being whispered. When he explores the house, he finds Corvo's mask and sword. Now Naruto must save Konoha from it's corrupt leaders. Note not a Dishonored crossover.
