There was the dull roar of a crowd all about him as General Skand walked forward through an ampatheater cut out of the stone. In front of him stood his opponents, five Rhydon. Four of the Rhydon, two on either side, were immaculately dressed in helms that reinforced their horn with gold and covered their faces, with long rainbow-colored ribbons streaming behind them. The fifth, in the middle, wore a gold crown on his head.
General Skand and his advisors were similarly arrayed, each of his men wearing their full-plate battle best, carrying a sword and six specially-hollowed apricots on their belt and a shield on their backs. They approached a table in the center of the area, and sat down at it, cross-legged and taking their deliciously decorated helms and placing them by their sides. The Rhydon did the same.
"Why do you demand we appear here?" Skand said. His armies had been pushing in on Rock Caverns and Mt. Silver, two of the last three refuges of the once-formidable Pokemon Empire.
Humans, since discovering how to work steel, had been in a constant struggle with their Pokemon masters, and recently the once fairly-evenly matched creatures experienced a powershift. Then someone did something stupid, a Rapidash unit raided a town along the southern coast of the land which came to be known as Kanto.
"We wish for peace between our peoples, as well as a return of the lands south of the Viridian Forest. We also wish for your people to disarm and relocate their forces back to the Orange and Sevii Islands."
Skand laughed, "you seriously want us to retreat? Surrender, to you? We have you holed up in three caves, fearing for your very lives! At this very moment, our respective sides are doing battle in the Rock Caverns, and I promise you your side is not doing well. As for returning our military forces to the Islands, what do you hope to accomplish by that? You can't resist us on the open fields of battle anyways."
"All this is true, but in the end it has been costly for both our people, and yours were far less numerous to begin with. A protracted war of attrition against the forces you have on this land?"
"How about a different peace: we leave the Caverns, Ceurelean Cave, and Mt. Silver alone, and in return we slaughter any of your forces that sets foot anywhere else in Kanto?" At this proclamation, the roars from the crowds grew to almost defining levels... for the Pokemon at least.
"Perhaps we can come to an agreemen," began one of Skand's advisors. "There is no need for us to war at all. Perhaps we could share territory, and maintain autonomous regions? Let us build cities in Kanto, and we shall give you free passage across the plains, which you must admit you have lost. In return, we will disallow our people from entering Mt. Silver and Cerulean Cave without permission, and will reduce development of the Rock Caverns."
"What is your interest in the Caverns?" Rhydon asked.
"The Caverns contain iron, a material we need, in abundance. We hope to mine it." Skand answered. "And by 'we hope' we mean 'we will,' for don't forget that while we probably can't eradicate your little empire, we will almost certainly be able to take the Caverns by force."
Rhydon conferred with his counselors for a while, before turning forward and sighing, "I guess we have no choice. I, on behalf of the Great Empire, accept your treaty."
Skand stood and put his helm on his head, hiding his victorious smirk. "Alakazam, inform General Darius that he is to cease his attacks on the Cavern. The treaty has been signed." Skand had just thrown one of his apricots on the ground, and it had split into two, revealing a largish fox. A few minutes later, Skand and his advisors teleported from the Amphitheater, confident in their victory.
