[New Kantei (Office of the Prime Minister)]
"...and no statements were made by the principal of the U.A. High School regarding the conditions of All Might. The number one hero hasn't yet made an appearance in public after the devastating battle that took place near the center of Shibuya, in the middle of the night five days ago. All his fans, as well as the rest of the citizens, were baffled by his appearance at the end of the fight; many theories have now begun to circulate and none of them has yet been denied or confirmed. The entire area of the battle was declared inaccessible and many buildings are still insecure due to the damage they suffered durin-!"
At the same time, fifteen little screens went out and immediately afterwards the room was lit by two large chandeliers. A long dark wooden table was placed in the middle of the room, surrounded by chairs made of the same material but adorned with high-quality upholstery. While the screens slid slowly inside the table, the people sitting around it exchanged worried glances, but nobody voiced their doubts.
After three endless minutes of silence, the person sitting at the head of the table, a man in his forties with black hair, straightened his back, resting both hands on the armrests of his chair "One night." a little pause "No, not one night. Three hours were more than enough to destroy the image of All Might, the Symbol of Peace. Now people are scared, insecure, confused..." he looked at the other figures sitting with him "My Quirk doesn't allow me to read your minds but I know you want to express yourself about this situation."
"Prime Minister, we must do something!" said the first one to his right, an old man with the features of a lion "Those villains went too far! They practically declared war on the whole society and this so-called League of Villains didn't hesitate to attack a group of students!"
"So what do you suggest, mh? To put together a group of pro-heroes and organize a joint operation with the police? We have already done that and look how it ended!" hissed a woman with green hair on the other side of the table gesturing toward a pile of sheets "Twenty-two policemen were killed, fifteen were forced to resign due to their injuries, over one hundred injured civilians, seven seriously injured pro-heroes and a heroine whose Quirk was stolen!"
The lion-man mumbled something but in the end he went silent while the others were muttering among themselves. After a few seconds, the Prime Minister raised a hand and everyone fell silent, turning towards him.
"You have both said the truth. We must stop them but we can not, at this moment, risk repeating what happened the other night; not now that All Might is seriously injured. As a matter of fact, we are-"
A sudden knock on the door captured the attention of all those present who turned towards the double entrance door, flanked by two armed guards.
"This is a meeting of the highest importance and priority. I thought nobody was authorized to interrupt us." grumbled someone in the room but the Prime Minister simply looked at the guard, nodding once.
Nodding back to him, the guard opened the door and a man with short gray hair entered the room before bowing. The various present immediately noticed his elegant black suit and the complete absence of any document or object of recognition in sight. Despite the color of the hair, the man had a slender body and a face that seemed to be carved in stone, with hard and angular features.
'If he is here, it means he has special permissions that are beyond my political influence.' thought the Prime Minister, waiting for the man to speak 'Could it be that he is an emissary of the Emperor? No, the emissaries always have the Imperial Standard on display at the height of the heart...'
"Honourable Prime Minister of Japan, Takeji Mokoeni. Honourable Ministers of State. It is an honor for me to meet you in person." said the man looking at them with his golden eyes "I apologize for my insolence, but I must ask everyone, save the Prime Minister, to leave the room. Before you can expose your disagreement with my request, I must inform you that, with me, I have a document signed by the Emperor himself, and the subject of which I must speak with the Prime Minister has the blessing of five Emperors of Japan."
'Five Emperors? If what he says is true, then it is something that dates back to the times of the Emperor Meiji...' thought the Prime Minister while the others Ministers were shocked by the words of the gray haired man "As much as I do not want to disrespect our Emperor, can I see the document you mentioned?"
"Of course." nodded the man before handing a paper envelope to a guard who, after having analyzed it for a few seconds, passed it to the Prime Minister. Takeji opened the envelope and read the contents, remaining at least surprised by the few written words.
Takeji, the man who gave you this letter must speak to you in private.
It does not matter what you're doing when you receive this letter.
Make sure you are alone and listen to what he has to say.
Under those few words there was the Emperor's signature with all the seals needed to get that letter to anywhere in Japan. Furthermore, the Emperor referred to Takeji with his first name only when the situation was of the utmost importance. Placing the letter on the table, he nodded to the others "Leave us. I will contact you as soon as possible for a new meeting."
The various Ministers exchanged confused looks but got up anyway, leaving the room after a short bow along with the guards closing the door behind them. After a few seconds, Takeji gestured to the only chair that had remained empty from the beginning and, with a quick bow, the man sat down.
"Now, may I know your name?"
"My name is Mu, and I'm an executive member of Hades." the man answered without missing a beat.
The Prime Minister raised an eyebrow "Hades? The ancient Greek god of the underworld? I've never heard of such an organization."
"Before I can give you any explanation, I have to ask you to swear to keep silent about what you will hear in this room. You must swear on your life, on your name and on your honor." said Mu with a calm and controlled voice.
Takeji seemed to ponder his choices but the letter from the Emperor was something particularly anomalous, especially given the serenity and calm for which their emperor was known. After a brief sigh, his blue eyes crossed those of Mu and, after raising his right hand, he recited "I swear on my life, on my name and on my honor that I will not reveal anything of what I am about to hear in this room to anyone."
Mu nodded at him "Now we can start. You have probably already guessed it, but what I am about to reveal to you dates back to the times of the Emperor Meiji. It is common knowledge that, during his life, the Emperor Meiji has received many honours, both national and foreign, and among the latter there is the Grand Cross of the Order of the Redeemer, also known as the Order of the Saviour. However, what only a select few know, is that the Emperor was also a great lover of history, especially ancient Greek history. For years he has accumulated original texts found in ancient ruins and studied the customs, religions and many other things of that era. Fascinated by the countless books that narrated of gods and their champions, the Emperor Meiji decided to have his own group of champions, people with unique and incredible gifts that would be at the service of the Emperor himself. It took a few years to prepare everything, but in the end twenty-four people were chosen to become his champions and each received a new name, which was a letter from the Greek alphabet."
"Like Mu...?" asked Takeji having listened carefully to everything.
Mu smiled a bit "Yes, as the years passed, after receiving the Grand Cross of the Order of the Redeemer, which was a rite of passage decided by the Emperor Meiji, each Emperor made his changes to Hades and the champions ended up becoming executive members. Just like you, each of us has been personally chosen by the Emperor Ryuu."
"I see..." Takeji rubbed his chin "Why did he choose the name 'Hades'?"
"At first his idea was to create something similar to the personal guard of the past Emperors, but then he changed his mind and decided that his champions would be his sword and his shield concealed by a cloak of secrets. Those people vanished into nothingness, feigning their death and began serving the Emperor from the shadows, carrying out tasks that no one would ever do due to political but also moral issues. Being practically ghosts, despite their deeds and their service to the Emperor, none of them could be buried and their families would never know the truth. Many heroes of ancient Greece were welcomed among the stars, but unfortunately the Emperor's champions could not have this privilege and therefore, after their death, they would have headed to the underworld, which was also called Hades." explained Mu before gesturing to himself "Even today this rule is still active. I myself have renounced my name and my family, and when the time comes to say goodbye to this world, I will be cremated and my ashes will be scattered in Greece, like all my predecessors."
"And like the first champions of Hades, do you act in the shadows?" asked Takeji leaning against his chair.
"More or less. We act in secrecy but what we do is different from what the group was born for." said Mu "The second person to know about this group, the Emperor Taishō, made little changes to Hades, merely choosing his own champions while the previous ones became some sort of advisors for him, while remaining anonymous, after receiving the Grand Cross of the Order of the Redeemer like his father. The real change came with the third leader of Hades, the Emperor Shōwa. After World War II, he understood that a simple group of people at his command could not make a difference. Moreover, after what happened to Hiroshima and Nagasaki, he seemed to realize what the true purpose of an Emperor was and, contrary to what was reported in the official documents of those years, he was in favor of the new Constitution of Japan which states that 'the Emperor is the symbol of the State and of the unity of the people'.
"Like the two Emperors before him, he too received the Grand Cross of the Order of the Redeemer but in addition to choosing his champions, the Emperor Shōwa changed the entire structure of Hades, transforming it into something very similar to the C.I.A. in America, only much more secretive and less limited. A real secret base was built and his champions became similar to commanders in the hierarchy of the organization. Each was assigned to something different: national security, information gathering, espionage and so on, and many more people were enlisted because Hades's purpose was not only to obey the Emperor and to enforce his will, but to protect Japan from internal and external threats. Thanks to this new Hades, many conflicts were foreseen and neutralized even before they could take place but nobody ever knew it, not even the secret services of the other countries.
"With the death of the Emperor Shōwa, his son became the new leader, and under his leadership Hades underwent another change which had been repeated all over the world. Do you know what I'm talking about?"
Takeji seemed to think for a few seconds and eventually the solution came to him "The appearance of the Quirks..."
Mu nodded at him "Correct. With the advent of the Quirks, the heroes of legends finally became a reality. Many scientists have also stated that, according to some researches and findings, the heroes of mythology were actually Quirk possessors, but it has not yet been possible to verify those hypotheses. Anyway, the presence of heroes served to improve the situation of the entire world but unfortunately the first villains played a fundamental role to balance the situation again. Within a decade there were no more wars between different countries but continuous struggles between good and evil. Hades therefore began to welcome Quirk users among its ranks and many facilities for heroes were proposed by members of Hades. The U.A. High School was an idea of the previous Emperor for example, furthermore, he was the one who proposed the idea of paying the heroes who distinguished themselves for their heroism.
"However, despite our efforts and the presence of many pro-heroes, the villains continued to grow in number, carrying out crimes all over the world and some of them gave life to criminal and terrorist organizations. The Emperor Heisei then decided to prepare an emergency plan in the event that the heroes were not enough to defend Japan. Fortunately, during his reign it was never necessary to implement that plan but now, as you can see, the situation can no longer be ignored. The Emperor Ryuu was informed of the plan by his father on his deathbed and after what happened with All Might, this so-called All For One, the League of Villains...he decided to act. Now, before I give you the plan authorized by the Emperor, do you have any questions about what I said?"
Takeji remained silent, looking at the table with a focused look. In the last ten minutes he had discovered many things, perhaps too many things, concerning his Emperor and the Emperors who had preceded him. Wanting to know some more information about the security of Hades, he asked "How many people, outside the Emperor, know about Hades?"
"Mmm...I would say three people, even if one of them is actually an executive member of Hades. I'm talking about Sigma, the current chief warden of Tartarus, the maximum security prison under Tokyo, but maybe you know him as Chēn." said Mu looking at the ceiling for a second "The other two people are you and Fujihito, the Crown Prince, since from tradition, the Crown Princes are always made aware of Hades as they will become the future leaders."
"Definitely few people but there is one thing that bothers me right now..." said Takeji looking at Mu with serious eyes "Why reveal all this to me? From what I understand, Hades was born to serve the Emperor and, apart from its members, only the different Emperors and Crown Princes have had access to this information, so why me?"
"You are really smart, just as the Emperor said." smiled Mu "The reason why you have been involved in all this is that, although the Emperor has given his permission, your role as Prime Minister is a fundamental part of the plan."
"How?"
Instead of answering him, Mu changed the subject and asked "Tell me, what distinguishes the heroes from the villains?" after a few seconds of silence, he continued "The heroes fight for peace and justice but despite their deepest desire to help others, they miss something...something that the villains have and that, at the end of everything, makes them stronger than the heroes. Do you know what it is?"
The Prime Minister shook his head but, for some reason, he already knew that the answer wouldn't be to his liking.
"What distinguishes them is that the villains don't stop at nothing to achieve their goals." said Mu with a grave voice "If their purpose is to rob a bank, kill a person, destroy a building...no matter what, they will do everything in their power to succeed in their intent. Something that heroes would never do. The recent facts regarding All Might are a clear example. While it is true that All For One has deprived countless people of their Quirks and therefore with his death those Quirks could be lost forever, the fact remains that despite everything, All Might didn't kill him. Obviously I don't say that he should have killed All For One, the heroes still have an image to protect and that's why they try to be loved by people, with a few exceptions. But tell me, if by chance All For One were to succeed in escaping from Tartaros, what would happen? The answer is that the cycle will start again, but this time without All Might. The news is not official yet but he will hang up his costume and stop being a hero."
"So what are you proposing, Mr executive member? To line up all the criminals in prison and kill them with a bullet between the eyes?" asked Takeji narrowing his eyes.
"Of course not, it would only be a brutal display of violence that would not lead to anything good. The result, however, is very similar to that foreseen by the Emperor's plan." said Mu keeping his serious expression "Heroes save people, but they don't kill the villains. It has always been like this, in one way or another. This brings us to the real question: how do you get rid of a villain without using a hero?"
Takeji repeated that question in his head several times and, much to his horror, the answer was all too clear to be ignored. Standing up suddenly, he slammed both hands on the table "Are you really suggesting-?!"
"Honourable Prime Minister!" said Mu with a higher and authoritative tone of voice "People are dying out there. All For One is called the Emperor of Darkness, he who controls all of the underworld but you must know that these are mere lies created to intimidate low-league criminals. There's something far more dangerous out there than a faceless man who can steal other Quirks for himself. Laws and rules can be used to maintain peace, but if we really want this peace to last, then there is no other way. There is a saying that more than anything else sums up this plan..." his golden eyes became cold like a piece of ice as he spoke those words.
"An eye for an eye, a tooth for a tooth and a villain for a villain."
"You want to use villains to kill other villains...this is madness! Gather a team of murderers and criminals and entrust them with the security of the whole of Japan?! It's ridiculous!" shouted Takeji visibly scandalized by the idea.
"Yes, Prime Minister, this is madness, and unfortunately madness is the key word these days." said Mu with a shrug "If we really want to defeat the evil that lurks in the shadows, then this plan is what will allow us to succeed."
"You told me the story behind this plan, as well as its purpose...but you still haven't told me what I have to do with all this. You are under the direct command of the Emperor, one of your men is the chief warden of Tartarus so you have a whole prison full of villains to choose from. In all this I do not see how I can help you..." mumbled the Prime Minister sitting again although much more tense than before.
"It is a very simple task. This team will carry out missions on Japanese territory but we don't exclude that, sooner or later, it will be sent to other countries too, so your job would be to 'cover' them in case someone asks, and with someone I mean foreign politicians and things like that." explained Mu "You will obviously be rewarded for your services since you will find yourself in a rather uncomfortable position."
'As if a reward could make me feel better...' thought Takeji with a sigh before asking "What would happen if I refused your offer?"
"Nothing violent, I can guarantee it. Among our ranks there is a Quirk that can erase the existence of a person from the memories of someone else. Using that Quirk, you and everyone who saw me would lose any memory about myself and continue with everyday life. As bad as it may sound, those who were here with you before I arrived will still be subjected to that Quirk for security measures." Mu looked at him with a calm face "You asked just to be sure, isn't it?"
"Yes, being a politician leads you to be a little paranoid. I thought I would be removed with an unfortunate home accident, so to speak..."
Mu chuckled at that "You have been chosen by the Emperor. There's no reason to get rid of you when you've done nothing wrong. After your refusal we would have simply had to adapt and be more cautious. Can I therefore assume that you have decided to help us?"
Takeji sighed again "Yes, I'll help you. I only hope that in the end I will not regret it..."
"You won't." smiled Mu before standing up, then approaching Takeji "Now I would like to talk to you about one last point concerning the plan. Although the use of villains may seem crazy, we will not use simple criminals. Most criminals are driven by simple desires such as wealth or power and don't even know the meaning of honor or loyalty. If we simply chose criminals based on their strength, it would be like putting a series of lit firecrackers inside an explosives deposit. What we really need are villains who don't just think about how to stab us in the back when we least expect it, but we also need a leader for this team. Someone who knows what to do and how to maintain order among the team members."
"During my years as Prime Minister I developed some very useful skills in my work..." said Takeji side-looking at him "After having dealt with a great number of politicians, I can deduce that you already have someone in mind."
"You are a continuous surprise, Prime Minister." chuckled Mu stopping at his side "Yes, we already have someone in mind. A man who has been able to see society from different points of view, be that of a villain or that of a vigilante or even that of a hero, albeit unofficial." he looked at the door of the office "Bring him here!"
Almost instantaneously, the double doors were opened and five figures entered the room, even though one of them was currently blocked by a straitjacket and other containment measures which kept that person locked to a wheelchair.
The four figures that were practically encircling the wheelchair were a perfect union between modern soldiers and old warriors, with combat boots reinforced by metal plates, combat pants, a belt with pockets attached to it, a tight jacket with armor parts on shoulders, forearms and chest, gloves with reinforcements on the knuckles and a helmet that covered the entire head. Seeing those helmets, the Prime Minister could not help but think of the helmets of the ancient Greeks, except that the parts of the face that should be visible were covered by a black visor, the same color of all their equipment. All four soldiers wielded a Howa Type-90, the successor of the famous Howa Type-89 used by the Japanese army, and strange to say, a sword held on the left side of their waist.
However, the one who most caught his attention was the man tied to the wheelchair, and although most of his face was covered with bandages, his brown, almost red eyes were perfectly visible as well as his black messy hair. At that moment, the man was trying to put a hole in Takeji's head with his blood-thirsty gaze.
Mu stretched out an arm toward the man on the wheelchair, as if he were introducing an important person "Honourable Prime Minister, I suppose you have already heard of Mr Chizome Akaguro, but I think you know him by the name of..."
"The Hero Killer...Stain..." breathed Takeji gripping the edges of his chair's armrests feeling a sense of terror and insecurity pervading his body with each passing second but then, all of a sudden, that sensation seemed to vanish, leaving him visibly confused.
"That would be my Quirk." said Mu with a little smile.
"Eh? Y-Your Quirk?"
"Yes, my Quirk allows me to calm the people around me who are subject to external influences, such as yourself with the killing intent of Stain. While I can not calm him, I can easily keep you calm." explained Mu looking back at the Hero Killer "Now, let us begin..."
"Wait! Do you really want to ask him to be the team leader?!" nearly shouted Takeji with eyes widened in surprise.
"Yes. Maybe you don't know, but originally he was enrolled in a high school for heroes but he dropped out of school after a few weeks. He later became a vigilante under the name of Stendhal and finally a villain. He is strong, fast, has a Quirk suitable for him, an almost impeccable fighting technique and is not the type to run away from a fight. Obviously this is what we know from the reports made about him." explained Mu as the Hero Killer looked at him.
"Who are you?" asked Stain narrowing his eyes.
"My name is Mu and, right now, you can consider me as the voice of the Emperor. We brought you here from Tartarus because we have an offer for you." said Mu with a now serious face.
"I refuse." hissed the black haired man "I don't care who you are or who your boss is. If you're here with him..." he glared again at Takeji "...it means you're with the government."
"Wrong. The reason why I'm here is because I offered something similar to our Prime Minister, and he accepted. I know your hatred for the current society, especially for the heroes and that's why I want to give you this offer." said Mu, not at all impressed or intimidated by Stain "What do you want?"
Both Stain and Takeji looked at him but, while the Hero Killer merely raised an eyebrow, the Prime Minister stared at Mu with absolute confusion.
"You want something, don't you? Now I offer you the chance to get that something in return for your services." added the member of Hades, without missing the little spark of surprise that flashed in the eyes of Stain.
"Don't talk as if you knew everything." growled Stain "You could never give me what I want, because I want a society without false heroes. Something that is not possible with the current government."
Mu nodded "Yes, since pro-heroes are paid by the government, many people try to become heroes so they can make more money than with any other job. The era of pro-heroes who wanted to be heroes for the simple desire to help others is now only a distant memory, kept alive by a few heroes nowadays."
Stain tried to free himself from the locks that held him tied to the wheelchair "It's because of the government and people like those false heroes that society has to change! True heroes like All Might no longer exist! They are just parasites!"
"Ah yes...All Might..." said Mu with a nod "I guess you don't know what happened to him, don't you?"
Stain looked at him with a bit of confusion in his eyes "What are you talking about?"
"Five days ago, he fought a powerful enemy called All For One. All Might won at the end of a bloody fight but now his hero days are over..." said Mu with a calm voice before pointing at the table "Prime Minister, can you please show him any news channel? They are certainly still talking about the fight."
Takeji seemed to linger for a few seconds but eventually typed something on a small handheld placed on the table and opened a compartment in front of Stain, from which a small screen appeared. As predicted by Mu, they were talking about the clash between All Might and All For One, and Stain looked at the various scenes recorded from a helicopter, completely ignoring the journalist's voice. At the end of the video, a new and powerful wave of killing intent poured into the room and Mu had to use his Quirk even on the soldiers who instinctively took a step back from the Hero Killer.
"WHERE IS HE?!" shouted Stain trying again to free himself and this time, to the complete surprise of the soldiers, he managed to slightly bend some of the restrictions applied to his body, a sign that wasn't very reassuring "WHERE'S THAT DAMN BASTARD! I WILL KILL HIM!"
Mu remained silent, letting Stain swear and rant for several minutes until the Hero Killer was forced to catch his breath. Despite his incredible stamina, Stain had not yet fully recovered from the clash against the three students of the U.A., moreover for reasons strictly of security, powerful sedatives were injected into his body day after day to keep him in a state of torpor, avoiding possible peaks of madness. Coughing once in his hand to get Stain's attention, he pointed to the small screen "Unfortunately, I can not let you kill him. You must know that his Quirk allows him to steal the Quirks of others, thereby making them Quirkless, and we haven't yet managed to find a way to reverse the process."
"Should I care about them?!" shouted Stain spitting on the table "Look at the destruction he caused! Look at what he did to All Might! That bastard deserves only to die! To hell with the Quirks he stole!"
"All Might thinks differently about it." said Mu "As far as we know, he wants to give back all the stolen Quirks, but he no longer has the strength to do it, not after what happened."
Stain glared daggers at him "You said you want to offer me something...if I'm not here to kill that bastard, why did you bring me to this place?"
Mu smiled at him "Glad to see you're showing interest. Before proceeding, I must tell you that this man is associated with a certain Tomura Shigaraki, I suppose you have already met him."
'Those two are connected?' thought Stain grinding his teeth 'I should have killed that bastard when I had the chance!'
"Now that All For One has been imprisoned, Tomura and his associates may start acting differently, and unfortunately they are not the only group of villains around." said Mu with a serious face "I will avoid telling you the whole story behind the organization I work for, but just know that our goal is to protect Japan from all kinds of threats. Right now, villains are the worst threat but there is only one way to put an end to the problem. I guess you know what I'm talking about, after all you've used the same method during your days as the Hero Killer."
Stain's eyes widened slightly "You want to kill those villains."
"Correct." nodded the man "As brutal as it is, yours is a method that reaches the root of the problem. It is true that you didn't kill incredibly popular or strong heroes, but you aimed at those who most of all were throwing mud on the meaning of the word 'hero', although some choices are somewhat questionable, such as the Turbo Hero Ingenium."
Stain's eyes remained fixed on him "Did you bring me here to make me an executioner for the government?"
"Now now...if you put it that way someone could misunderstand." said Mu with a little smile "What I am offering you right now is the possibility of protecting Japan without being restricted by law. It is true, you will become something very similar to an executioner but you won't be alone. Others will join our cause to assist you in this task."
"And what kind of hero would be willing to kill for you?" asked Stain with a growl.
"Well I could tell you the name of some heroes who would be willing to do so...but it wouldn't matter because you will not work with heroes, but with villains." explained Mu keeping the smile on his face "You must know that there are hundreds of villains in the world who have never harmed innocent people, yet they have been labeled as villains. In a sense, they have lost the hope of becoming heroes, so to speak, but they have never completely fallen into the darkness. This is the kind of people we will try to recruit but this team will need a leader, someone who can keep them in line...someone like you."
A long silence fell in the room while Stain was staring at Mu straight in the eye for a possible lie or deception, but in the eyes of the executive member of Hades he saw only sincerity.
"You can not still give me what I want..."
"Wrong, I can...or more precisely, the honorable Prime Minister can do it." said Mu looking at Takeji "It will be enough to change something in the current management of the heroes, pushing people to perform other roles. There are so many ways to do it."
Takeji raised an eyebrow "I can not do such a thing alone if I do not have any supporters and I'm pretty sure most of the other politicians would find my proposal suspicious."
"You already have the support of the Emperor and as for the others...me and my colleagues will take care of it personally." explained Mu showing his smile that made the Prime Minister shiver for a moment.
"All right...I'll see what I can do in the meantime." nodded Takeji with a small nod.
"Excellent!" said Mu looking back at Stain "So...do we have a deal?"
Stain stared at him in silence for a few seconds "Untie me now and we will have a deal..."
Mu raised an eyebrow but nodded to one of the soldiers who, after a few seconds, inserted a key into the back of the wheelchair, releasing several restrictions. As soon as even the last belt became soft, Stain sprinted forward with an unthinkable speed for someone who had been under anesthetics for several days. Hitting the table with a knee, Stain destroyed part of the wooden surface but above all the hidden monitor and without even slowing down, he grabbed a large sliver of glass of the screen before jumping on the Prime Minister.
In an instant, Takeji found himself crushed to the ground with Stain on top of him and the sliver of glass stuck only a few inches from his face, in the backrest of the chair that had muffled his fall.
The Hero killer glared at him with bloodshot eyes and slowly began to cut the backrest, ignoring the wounds on his fingers, while Mu had raised a hand to stop the soldiers before they could shoot at Stain.
"This is the only chance I give you. If society does not change I will come to hunt you down." hissed Stain narrowing his eyes before standing up.
Mu came up to help the Prime Minister get back on his feet and, after a brief greeting, left the room with Stain and the soldiers, heading for the exit of the building where there was a completely black armored vehicle waiting for them. Despite being very similar to the vehicles used to transport the prisoners, it was particularly comfortable inside and as soon as Stain entered the back section with Mu, he saw his old clothes folded over one of the places to sit. Ignoring the presence of the member of Hades, the Hero Killer took off his prisoner's clothes and began to change as the vehicle proceeded through the streets of Tokyo.
"Where are we going?"
"At our headquarters. There you will meet the first two members of your team, and will receive some improvements for your equipment. You will need it in the future." explained Mu with a serene smile on his face.
"And where would it be? Here in Tokyo?" asked Stain sitting in front of him.
"Actually we also have a base here in Tokyo but our main base is located below Hiroshima. At this moment we are reaching a heliport where we will take a helicopter that will take us directly there." explained Mu closing his eyes.
Snorting in response, Stain folded his arms to the chest and closed his eyes, waiting for the end of that unexpected journey.
[Hiroshima – Four hours later]
After a relatively quick helicopter flight, Stain and Mu had climbed into another armored vehicle that had taken them to an industrial zone, but then descended into a finely crafted tunnel that seemed to never end.
"How did you build a base under a whole city? The heroes have never noticed anything?" asked Stain looking at Mu who merely smiled at him.
"The construction of the base began after the end of the World War II. At the time it was easier to keep such a secret, given the situation in Japan and the devastation caused in the city. While the base was completed, the Emperor's agents were already working to rebuild the city, keeping the workers in the dark about everything and those who ran the materials and projects...let's say they were paid to talk about other things." said the man with a chuckle "When the heroes began to increase in number, the base was already fully operational and with some bans in the right place we have always kept it secret. Even now the defense and concealment systems are constantly evolving thanks to the Quirks of some members."
When the vehicle stopped suddenly, the doors opened automatically and, once out, Stain found himself very impressed with what he saw.
What he could see was a base built vertically like inside a cylinder, composed of different levels with different elevators and flights of stairs connecting them. The main color was white with many parts in gray or black and the Emperor's coat of arms, of a brilliant gold color, was visible in many places. The base of the enormous structure, where they were at that moment, was full of vehicles, sealed crates, supply crates, and dozens of people busy working frantically, including scientists, soldiers, workers, and so on. Looking up, Stain could see that on many levels there were laboratories and offices with as many people moving constantly and never stopping.
"Impressive, isn't it?" asked a female voice behind the two. Turning quickly, Stain found himself face to face with what he could define as a spider-woman. The lower part of her body was the bust of a black spider with eight long and thin legs, while the upper part was that of a young woman with short red hair, pale complexion and eight yellow eyes, even if only the two "normal" eyes looked like those of a human while the other six, all positioned on the forehead, were those of a spider. The spider-woman wore an elegant black jacket and a white shirt similar to those of Mu but unlike him, she didn't wear a tie and in her right hand she had some sheets of paper.
"Ah, good to see you, Chi." said Mu with a smile before gesturing toward Stain "You've probably already been told about his identity, but I'd still like to introduce you to Stain. From today he will work with us."
"A pleasure." replied Chi with a bow "But it will be an even greater pleasure when you'll put on decent clothes!"
Stain looked at Mu with a raised eyebrow and the man couldn't help but chuckle "She is one of our executive members just like me, as well as the head of the Dressing Department, the one in charge of the uniforms for our members. She has a habit for well-made clothes and it will be her who will design your new uniform, while following your preferences."
"I will get to work as soon as you meet your colleagues." said Chi with a wide grin before looking at Mu "You're bringing him to them, right?"
"Of course. Follow me Stain, time to meet your first new friends." said the man walking toward an elevator with a Stain. As soon as the door closed, the elevator began to descend, showing Stain different hidden levels, until they stopped at the beginning of a long, fully illuminated white corridor, at the bottom of which there was a huge armored door made entirely of steel.
Coming out of the elevator, Mu looked towards the ceiling "Omega, can you hear me?"
"Affermative." answered a synthesized female voice "The audio receptors in the MB structure, sector J, area 1 are currently operational and functional."
Suddenly, the hologram of a middle-aged woman materialized before the two men. She was completely blue with slightly lighter eyes and no pupils, and her hair was long to the waist and perfectly smooth. Just like Mu, that hologram also had an elegant suit, albeit completely blue.
"Good afternoon, agent Mu. How can I help you?" asked the hologram with a bow.
Mu looked at the man on his left "She's Omega, the A.I. that controls our base as well as an executive member of Hades. Whenever you are out on a mission, she will always be at your side to provide you with logistical support and information."
"Greetings Chizome Akaguro A.K.A. 'The Hero Killer: Stain'. I'm the artificial unit XCJ4-T344XG, known as Omega among the ranks of the secret organization Hades." said Omega with another bow.
"Don't you have someone normal here?" asked Stain side-looking at Mu who chuckled again.
"Define 'normal'." Mu then looked at the hologram of Omega "We're here for them. Can you open the door and prepare an audio file for Stain?"
"Request received. Request approved. The door W1, sector J, area 1 will open in ten seconds." replied Omega with a nod "Audio file ready."
Mu nodded at her before walking toward the armored door with Stain while the hologram faded away. As the two approached the slowly opening door, Stain asked "What is this place? It doesn't seem like a secret base for soldiers."
"This is the sector used to imprison the subjects deemed suitable for our project, but they are not allowed to go around freely as they are not yet officially part of Hades. They already know everything about it, but one of them said she would join the team only when it was time for some action." explained Mu "The other has never spoken but apparently preferred to act in the same way. Before you can say anything about this prison, you must know that we are doing this for security measures."
Stain simply looked at the opening door and when he crossed the threshold, he found himself again impressed by what he was seeing.
The room was definitely large, completely white but full of cameras, computers and various machines. What however caught his attention were two huge cubes placed towards the center of the room with different tubes connected to them. The one on the right seemed full of still malleable concrete in constant motion and it wasn't possible to see what was inside, while the one on the left was completely transparent and suspended on a huge hole, held up by steel cables.
Inside the transparent cube there were a bed, lots of books, a sink with a mirror above, a bathtub and a toilet. Currently sitting on the bed with a book in his hands was a young boy with a greyish complexion wearing white clothes that looked like the ones Stain had worn during his time in prison. His face was complete covered with a black gas mask with two filters on the cheeks and a red visor to cover his eyes while his hair was bright red that made them look like real flames rather than hair.
The voice of Omega echoed in the air "Subject: X. Age: twenty-four. Gender: male. Nationality: Japanese. Status: awake. Quirk: Explosion. Criminal record: destruction of public buildings, destruction of vehicles used for construction, destruction of construction site."
"X?" repeated Stain looking at the boy who was now looking at them.
"Yes, it's the name we gave him due to his Quirk and he accepted it despite having been able to choose a way to identify himself. We don't know if he's mute or not, but he has never talked since we brought him here and apparently not even before then. All the medical tests have given positive results on his health so we think it's his choice. According to what we found out about him, he destroyed six buildings one night when they were empty because during the day there was too much noise coming from inside. He is a mostly nocturnal person, and he sleeps a lot during the day, so he also destroyed the means of construction when they started to rebuild the buildings he had demolished." explained Mu before adding "X, can you hear me?"
The boy nodded at him.
"It's time to get out of there. Now we will close the hole in the floor and you can exit using your Quirk. Just try not to overdo it." said Mu and, after receiving another nod, he asked Omega to close the hole under the transparent cube. With a slight tremor, the floor closed in a few seconds and X walked slowly towards a wall of the cube and then put a hand on it. As he narrowed his gaze, Stain saw how the boy's hand began to tremble fast, and in a few moments, red veins spread out on the wall of the cube before it exploded, sending splinters across the room without causing damage. After the smoke cleared, X stepped out of the cube and walked toward Stain and Mu.
"So his Quirk..."
"Yes, Explosion is a fairly anonymous term for describing a group of Quirks. I think you will remember the students who defeated you, yes? Well in their class there is a kid who can generate explosions using his sweat as a chemical component. The Quirk of X, on the other hand, allows him to make what he touches unstable before it explodes." explained Mu looking at the redhead "X, allow me to introduce to you Stain. He will work with you in the near future."
X nodded at Stain who also nodded at the boy. After an awkward silence, Mu coughed in his hand before gesturing toward the other cube and the voice of Omega could be heard again.
"Subject: Elizabeth Treven. Age: twenty-four. Gender: female. Nationality: English. Status: awake. Quirk: Chainsaw. Criminal record: multiple first degree murder, multiple second degree murder, multiple voluntary manslaughter."
"Thirty-seven victims. All of them rapists, stalkers or molesters, killed in the same way." said Mu pointing at a screen where the interior of the cement-filled cube was shown. Apparently it was not filled with cement but covered in that dense mass and the interior was very similar to that of X, except that in place of the books there were some wooden mannequins with various lacerations and cuts. Sitting in the middle there was a girl with a slender body wearing the same clothes of X that served little to hide the generous curves of her body. The pale complexion emphasized the emerald green eyes she possessed along with her long, blonde hair held up in a braid that fell over her back.
"Her Quirk allows her to grow the blades of a chainsaw through any part of her body. Using her appearance, she approached all her victims, sometimes pretending to be a victim herself, and when she was sure she was alone with them...let's just say the police had a lot to do in putting the bodies back together. She literally ripped them to pieces, and apparently she used her Quirk many times when her victims were inside her. Feel free to interpret my words as you see fit." explained Mu looking at the cube "Omega, if you could..."
After a long and deep sound, the cement began to filter into pipes under the cube, allowing the three outside to see Elizabeth, who rose slowly to stretch her legs before staring at them with a small smile. Walking toward the transparent wall between them, she asked "So it's finally time?"
"Yes Elizabeth, you can come out." nodded Mu with a smile on his face.
Without waiting any longer, she touched the wall with the tip of a finger and Stain saw the spinning blade of a chainsaw right at the tip. Moving her arm to form a perfect circle, she cut out a way out of the cube, pushing with her hand to make the part engraved by her fall on the outside. Coming out soon after, she approached the group of people before observing X "Glad to see you again X! Have you been good?"
X nodded at Elizabeth making her chuckle and then she looked at Stain "I never thought I would meet you, Hero Killer. I have to say that journalists don't really know how to treat people like you."
Stain raised an eyebrow "You know me?"
"Of course! Every morning we get a newspaper with breakfast so we always know what's going on...and in that regard, I guess what happened with All Might is the reason for your presence here." said Elizabeth looking at Mu who nodded.
"I talked about it today with the Prime Minister and he decided to help us, just like Stain. Now that he is here, we can start looking for other people who are willing to help us." said Mu walking toward the exit with the other three behind him "But first we have to go to Chi for your new clothes."
"New clothes?" asked Elizabeth earning a chuckle from the man.
"Of course, you'll need a uniform after all!" said the man before adding "Omega, we can start."
"Voice command confirmed. Files for possible candidates sent to all necessary handhelds." replied Omega from the hidden speakers.
"Project 'Dark Side Of Justice' initiated."
Ok ladies and gentlemen, here is the prologue of my first story!
Looking at the stories with OCs in this fandom, I realized how ninety percent of the stories are based on students going to the U.A. or directly in new schools (and I'm talking about the stories where the OCs are sent, not the ones with an OC inserted by the author for the plot). So I wanted to try to think a bit 'out of the box like other writers and here's what came out!
This story could remember something like Suicide Squad but I think it's a very different thing (free judgment about it) but that's not the point here! The point is that I need OCs to help good old Stain with his new work!
If you are interested in participating in this story, here are some rules / tips to follow and the character sheet. You will also find the sheet on my profile so you can make a copy and paste.
RULES/WARNINGS:
1) No OP characters (that means no Mary Sue and so on)!
2) When you send your character, write "(Name of the character) for 'The dark side of justice'" in the subject, so I can find them more easily.
3) Try to be detailed when filling out the OC Sheet. The more details you put and the easier it will be for me to describe your characters without making mistakes.
4) Try to be a bit active with reviews. I don't ask you to review all the chapters but at least let me know that you are still there.
5) If after several chapters someone who has presented an OC should vanish without a review, I will begin to make that OC appear less and less until remove it from the story.
6) There will be many sensitive issues in this story (violence, bullying, torture, etc...)
7) Although your character is a "villain", don't create an OC that will kill everyone regardless of their intention, and don't even create a villain who has practically All Might's personality.
8) No OC in the reviews! You need to PM them to me.
9) I will not automatically accept all the OCs that will be sent to me.
10) The story will roughly follow the plot of My Hero Academia but there will be a lot of original things not related to the manga.
11) Your OCs can not be connected in any way to the main characters of the manga (no families, friendships, loves, etc...).
12) You can only send one OC per person.
13) Don't go to copy existing characters in other manga/anime.
