He stalked all, every single one of them. He could not help it. He wanted to know. He had to know. He could not just pulled them out of time and space and disturbed the timelines. He had to make sure. They could not be important. Fixed times and whatnot. Which was why it was the little people that got a ride with him. Unimportant people. Someone who presence was not too significant to the universe timeline, to earth timeline.

Which was why he did not minded Rose tagging along. From what he glanced, she was unimportant to the timeline. She could have been replaced with anyone and time could have just marched on. She could have died, unlike Donna, and just nothing could have happen. She was that important in this earth timeline.

Martha however was different. She was important. Which was why he offered only one ride. Had to be careful with that one. Couldn't unhinged, disturbed, the timelines. She had places to go and things to do. People to save and history needed to be created.

He never told her. Because what's the point of telling her? She would live it instanced and he would read about it. He never told her because he must not interfere. Time needed to process as it must. So he let her go. He allowed her to walk away. It was for the greater good. Earth, humanity, needed her. More so then he does or ever will. Beside even if she knew, she would stay have left. She loved them just as much as he does if not more. She loved them. Despite their flaws and their short coming, she loved them and he loved her for that.

Donna. Donna he could not see. Too tangled up in his own history. However like Rose he sensed she too was unimportant to this earth timeline. So when he found her again- or did she found him? -, he allowed her to come. There was no harm in the action. It was what was meant to happen.
