An ancient civilization has been going on for millennia. They have outstanding tech. They are called Sharkia and Sharkmeria
"We have found a planet that is thriving! It has this perfect level of oxygen in the water. We shall take a quarter of our country to go over there. We are winning the war against the other civilization of sharks (Sharkia), so I feel this is a safe number launched the rocket in celebration. With many of their tech, people, and food. "Now let us feast" the president announced.
As the party went on the security lessened. Therefor Sharkia attack with their full force killing the president and capturing many leaders of that country. Which caused the rest of the country to attack with full force. That battle raged for 3 weeks of pain and agony and the end all was gone for both countries.
"We are tired and bored of being on this ship' When will we get there" many wondered in their mind.
They waited for many years to finally come across the planet they want to find found it raged with storms however it was too cold to live so the made a poison which could make them live there the in the cold. The poison uses to gases that they do not like to smell for it is mostly made of methane. They made their country from the ground up. they made the previous tech, but they forgot about that they would be nothing at all there. So, they built their homes from rock and coral.
Then they died because of a storm
