Author's note: So this is Declan's and Tony's second meeting after the five years they've been apart and it works with a bit of season four when Tony is totally screwed over by Jeanne and has his dry spell. I own nothing except for Declan. Please read and review But please no flames!

At the end of Declan's first day at NCIS she stayed behind to get to know her team with the files Gibbs had given her but she wasn't the only one that was there, Tony sat at his desk just across from her.

"Why aren't you leaving Tony?" Declan asked spinning in her chair so that she was facing him.

"I always stay late, Agent Jacobs." He replied coolly, not looking up at her.

He had been acting distant with her all day. Declan bit her bottom lip to stop the trembling, she was stupid to think that he would wait for her seeing as how they hadn't seen each other for five years.

Then her mind clicked, he had fallen in love with someone. She quickly checked if he had any pictures on his desk or if he was wearing a wedding ring when she came up short she relaxed but only slightly.

"What happened to her?" She asked.

Tony finally looked at her, a bit confused at how she knew. He shifted in his seat, trying to find the right words.

"Who told you?"

"You did," She said as she got up. She sat on his desk right in front of him, "So... What happened?"

Tony looked down, "She broke my heart... First person I loved after you. What happened wasn't right, I know... But I thought... Y'know she loved me enough to stay..."

Declan reached up and touched his cheek, which he instantly leaned into.

"We can't," Tony whispered, "Rule number 12..."

"Rule number 12?"

"Yeah... Never date a co-worker."

Declan smiled softly and tilted Tony's face towards hers so that she could kiss him gently.

"Where were the rules when you were just a cop?"

"They... They're Gibbs' rules." He told her, clearing his throat, remembering their nights together when they were younger.

"Let me help you Tony..." She whisper, "I still love you after all this time"

Tony grabbed her hand and laced their fingers together, feeling at home with Declan.

"How could you when I didn't wait?" He asked, nervous flutters starting up in his stomach.

"I don't blame you for moving on Tony, it's a natural thing for someone to do, especially when I was the one that had to leave. And I'm not just saying what you want to hear, this is exactly what I'm thinking."

Tony pulled her into his lap, burying his face into her shoulder, longing to be held like the mess-up with Jeanne wasn't his fault.

Declan wrapped her arms around him as she felt him start to shake. Tony knew that she wouldn't tell a soul that he broke down in the middle of the bullpen and that was when he fell in love with her all over again.
