She kissed him and it surprised them both. Shouldn't he have been the first to lose control? Shouldn't he have been the one to finally address whatever had been going on between them?

She ran away.

Shouldn't he have been the one running away? Shouldn't she be chasing him, screaming profanities and threatening bodily harm?

He fixed everything.

He fixed everything and neither of them were surprised.

Once again he extended the olive branch and once again she had taken it. They'd ignore the kiss. It was the right thing to do. It was what they did.

Everything went back to normal and they definitely weren't surprised.

They were partners, they were professionals and they acted as such. Partners didn't kiss. Partners didn't fall in love... at least that's what they told themselves.

This time, he was the one to lose control. He was the one to push a boundary. He loved her. This tension, these barriers, they drove him crazy! He couldn't take it anymore!

He loved her and she pretended to be surprised. (Though she'd whisper that she loved him too.)
