It all started with a Superhero named Kick-ass. That part you know. Then his dad was killed in the middle of a police station... and they failed to stop an attempt on his life at the funeral.
What you dont know, is that he'd had a relationship with the daughter of a senator. Oh, yeah. you knew he was in a relationship, but not that Night-Bitch's daddy was a senator.
Well, this guy wanted to know who the fuckers where that raped her, and found out she'd been doing good work in costume, and in a relationship with Kick-ass... and everything.
Including more about the part the police had in it all than we ever saw.
within a month half the cops were suspended, the other half outright arrested, and the National Guard were called in to take over full-time for the NYPD in Manhatten, Brooklyn and a few districts around the worst areas. And they had standing orders to provide backup and, if required, medical assistance to the supers without breaching their private identities. Afterall, the Supers were doing community service work like feeding people on ridiculously-low-to-none income, stopping thieves, and breaking up gang activity, and for the most part, deaths in such situations only occur because the assholes doing those crimes in those specific events had anything more than a knife.
Within a year, Half the costumed lot were actually hired onto the police force, given training and then allowed to make new identities... as Supercops. I shit you not.
Oh... wait... all this happened anyway, because the rest of the states were watching NY after it started getting superheroes, and they asked, 'Why do they even need... oh shit a superhero was killed in the MIDDLE OF A POLICE STATION?!' Yeah I was Bullshitting about night-bitch being daughter of a senator part. That wasn't necessary to getting the ball rolling on negative consequences for the assholes that called themselves cops. And of course, forewarned by the popular comics with similar storylines, they never decided to go the "Fuck Superheroes, let the cities turn into pits of scum and villainy" route like the NYPD did.
