The rebellion has failed, the victors are all dead, and the games must go on. To stop the war the capitol agreed to send their own tribute's as well as 13. Now the games are more brutal and everyone is suffering. All the districts want the capitol children dead first, and the capitol is finding out what it's like to fear the games. Snow and Coin are both dead, Snow's daughter Sarah is now in control of Panem and everyone is afraid of her, for who her dad is and what new way to kill them off she can think of next, and she will stop at nothing to see the districts suffering.
