I completed this after thinking about how a lot of times people have the Hokage react when young Naruto recommends that he use shadow clones.
This is part of a Harry Potter - Naruto Crossover that I have going through my mind right now. So Hiro == Harry and Yuri == Lily Potter.
After he completed the summary report with the Hokage, Hiro looked up as his kaa-san and Kushina-chan stood to exit with him.
"Hokage-sama, may I ask a question?"
"You may," the man said, smiling at Hiro.
"Have you considered using Shadow Clones for your work? I know you have a lot of paperwork, and I thought you'd like to use them like I did to complete homework."
To Hiro's surprise, the Hokage sniggered before he began a full-blown laugh. As soon as the man sat back from his laugh, he wiped his eyes and looked at Hiro.
"Thank you for the laugh," the man said.
Hiro looked at the Hokage in surprise, as did Kushina and Yuri. The Hokage smiled at them.
"What did you expect? For me to yell out how stupid I am and start to hit my head on my desk or the wall?"
The Hokage smiled and shook his head.
"I use shadow clones, but not to do paperwork. You see, when I first became Hokage, I realized that having shadow clones was a disadvantage when doing official business and signing paperwork. It meant that I would actually have a lot of time to do my work, and get through the paperwork in a reasonable manner.
"That is bad for business, as some of the papers automatically expire after a set period of time and I have to deal with politically-powerful people angry that I denied their requests. If I had time to read them, then I had time to make a decision. However, if I can make the papers disappear because I'm working on higher-priority tasks, then I can refuse them without having to do anything about the papers. They just resubmit the same request again—and some just give up after I make the task a low enough priority that it expires before I find time to officially deal with it.
"I convinced the Daimyo to make using shadow clones to sign official paperwork and conduct official business illegal in Fire Country. His colleagues around the Elemental Nations followed suit.
"Now, any papers completed by shadow clone are illegal and unofficial."
The Hokage looked at the stunned audience.
"Don't get me wrong, I like using my shadow clones, and I use them to my advantage. My clones spend a lot of time reviewing the paperwork, researching laws, and reading literature. I use shadow clones to practice my jutsus, play shogi with Asuma, run personal errands, and discuss unofficial things with my shinobi.
"However, since it is illegal to use them for official business, I sit in the office personally while my clones have fun for me. I get the best of both worlds. I get my work done, I don't have to tell people their requests have been denied, and I get to have fun."
