Since finding Naruto and defeating him to get the Nine-tails is too much a hassle, Tobi formulates a Plan B.

Naruto is hungry.

He walk through the forest to see a stall.

The owner replies, "A Kyubbi."

The owner then transform into Tobi after getting the price.
