The Quirk Preservation Act

Summary: Quirks are great. The problem is that nothing comes for free. The price of Quirks is that they take a toll on the owners fertility. This means that those with the best quirks are the least fertile. In order to counter this the government decided to solve two problems at the same time: Quirkless people not being able to find work and the low fertility of powerful quirks.

Midoriya Izaku was a making his way home after the long day he'd had: First Kaa-chan had destroyed his notebook, then he'd nearly been taken over by a slime villain, got saved by his hero All Might, had his hopes destroyed by said hero, then on his way home he tried to save Kaa-chan who was being attacked by the same slime villain that he was, then got rescued again once more by All Might only to have a breakdown afterwards. All in all a tiring day.

Opening the door Izaku called tiredly, "I'm home."

"Welcome, home Izaku," Izaku's mother called, "you'll never guess what happened."

Looking startled Izaku asked, "what happened?"

"Someone placed a bid on you Izaku. Isn't it exciting? I'm so happy for you Izaku," his mother gushed.

Izaku for his part felt like his world had just come to an end. As a quirkless person, he was expected to be used as a breeding partner for someone and be grateful for it. After all being quirkless made it pretty hard to find work since no one wanted to hire someone who could only do what everyone else could. With that in mind, the quirk preservation act was created.

The quirk preservation act was a bill that let people with rare and powerful quirks buy quirkless people and use them for breeding more powerful quirk users. At age 14 any quirkless person could be bought from their family by bidding on them. Once the first bid happens there is 30 days wait period for new bids. At the end of the 30 days, whomever had the highest bid will go and collect the quirkless person and bring them home with them.

The rules that made the quirk preservation act were this: any quirkless person can be bid on after the age of 14, a quirkless person (or their guardian) doesn't need to accept the bid if they find the bid of bidder lacking, a quirkless person (or guardian) doesn't need to except the bid if they feel that the bidder can't provide for both quirkless person and any children born from the union, it is up to the guardian of a quirkless person to make the final decision of a union if the quirkless person is under the age of 18, if the bid is denied the next person with the highest bid will be contacted if the bid is considered viable, a quirkless person must add in the birth of at least one offspring if bid is expected (more if that is part of the contract), the bidder must provide all necessary as well as an allowance to the quirkless person if bid is expected, after 30 days from first bid the quirkless person must at and a meeting at their local quirk preservation office so a representative can oversee the meeting if bid is expected the bidder and quirkless person must have sexual intercourse with the intent to impregnate within 24 hours and the bidder may not remove the quirkless person from their present location until this is done, upon finishing the first breeding the intended bearer must be examined, upon agreeing to the bid if the quirkless person is under the age of 18 the bidder will be given legal guardianship over the quirkless person, a bidder can't bid on a quirkless person who has more than a 5 year age difference if the quirkless person is under 18 years of age.

These were the laws that governed Izaku's life since he was four and found out he was quirkless.

When Izaku was told he was quirkless his mother for some reason decided that his only hope for a good life was to sell him to a good man. Preferably early on so that he would give her lots of grandchildren. He knew that his mum only wanted the best for him, after all, he was cute and the perfect age to be sold to a future hero.

With that thought Izaku began to think about his childhood friend, Bakugou Katsuki, or as he called him Kaa-chan. Kaa-chan who had already been asked and offered a full scholarship to Yuuei academy, a school for heroes.

Looking up at his mother, Izaku finally replied, "I hope Kaa-chan doesn't get too angry with me."

Looking at her son for a moment Izaku's mother finally giggled before saying, "you never know, it's pretty common to buy a quirkless person for your son when they get into Yuuei and I heard Katsuki got a full scholarship. Maybe this is his father's way of saying well done."

Izaku could only hope that wasn't the case since if it was then Kaa-chan would take his anger at his father out on him. He'd seen the smashed and burn toy's his father sent and hoped that if it was Kaa-chan who was hoping to buy him that it was Kaa-chan and not his father.
