Only one thumb is needed to squish the rebellion, because it can take out a whole city and every electronic within a 100 mile radius (I am rich enough to afford this – I am as rich as Panem is), and when it is dropped on The Girl on Fire's shack, it kills people with shock waves (ripped organs, internal bleeding, ripped limbs) and tells everybody that the Capitol HAS GONE NUCLEAR AND WE ARE NOT AFRAID TO USE IT AND ARROWS AND BIRDS DON'T WORK HERE (District 12 is not much of a loss – who the hell uses coal anyway?).
