They try not to mention the Doctor.

The time she exiled him lays heavy on her hearts and she feels guilty; too guilty about it. She knows it was for the best. It was saving their Universe, after all, and her thoughts, emotions are trivial in such matters.

And she, she feels guilty for not being there in the first place to protect him like a mighty huntress should. In reality, she knows that even if she were, there was nothing she could have done to help. She wouldn't have been able to prevent his exile. If anything she would have been in the way.

So they just avoid mentioning him. They know how the other feels if it does happen and silence is preferable to the heart(s)ache talking about him would cause.

The words come slowly, eventually. The two women are so different that it is hard to find a common ground excepting the Doctor. It is when they realise that it's their differences that they should be appreciating that they become inexplicably close.

At first, they think, almost persuade themselves that the other is just a replacement for the Doctor. It takes them a while to realise it is actually otherwise. The sensation of the other's hand running gently up her inner thigh, the taste as they kiss and the emotions running through them as they lay together at night help.

There's something illicit about the affair. This only encourages them to continue. They know Romana has more to lose, but they don't care. Leela knows what it's like to be outcast, if it comes to that, she'll always be by her side.

As the wars come, their grip on each other's hearts only becomes tighter.

And they only talk about the Doctor when he's here.
