HP verse, a bit AU from the end of 3rd book on, which should correspond to year 189AC.

Harry just is a bit more determined to leave Dursleys after that moment of hope, so when he sees his Uncle on that platform, he decides to start looking into what he needs to leave his 'family'. But he starts with the muggle side, he goes to a bank and asks them how he can open an account or check if he was ever left an inheritance (doesn't work as he has to be at least 16 or emancipated to open an individual account), and he can't be emancipated without good cause. But he finds a fact that if he had an account he should get statements every month, and that to have an account for school tuition and payments, there has to be a main account. So he starts wondering why he never got anything, and investigates with Gringotts. Goblins can be pictured as pretty helpful (for a fee), or pretty rude, giving him a comparison with how he was treated in a muggle bank despite his age, so he starts wondering if there are other banks in WW.

An idea that was given to him by random conversation he had overheard, makes him write to his Godfather and propose an opening of an orphanage, especially for war orphans.

Nothing gets solved that summer, but when his name shows up from the Goblet and his friends abandon him, he grows more determined to get away. The Twins pick up on that, and as they are searching for ways to open a joke shop and they need to be of age to open a business, they help Harry search for ways to get emancipated for his promise of financial support.

The timeline will mean that Project M will commence during end of Harry's 5th year, He'll have to pay attention to both magical and mundane wars, and therefore be more in tune with what happens in normal world. PDA are such useful inventions, and some are small enough to hide without problems.

Ok, that was back-story. The idea is that Harry has an open orphanage for war orphans, and starts helping out with the FRA. He has an agreement with the Ministry that all the muggleborn and half-blood orphans are directed to him. So, when Preventers contact him with news of a match, he's not surprised. Though, when he finds out that the match is because he's a Black is a surprise.

Side notes:

Quatre and Harry know each other, as the Winner heir paid attention to a youth that wanted to help the orphans, so he offered Harry his help with the business end. Especially as Harry needed to make it legal on both sides, and gold appearing from thin air is a major red flag for mundanes, especially after the 2 wars.

Duo Maxwell is a Black. His parents were cousins, both squibs, therefore blasted off the tapestry, and his grandparents were also cousins (talk about inbred), and that's why he has his eye color, and his certifiable insanity.

Some of the Hogwarts students who lost their relatives, and have no one to take them, gather at the orphanage too.

Cho Chang comes from L5, and the reason she wanted to talk to Harry at that train ride, is because he's an owner of a shuttle company and she wanted to visit her cousin's (or friend's) wedding. L5 has an agreement with Earth wizards, that they can have only up to 19 wizards/witches in school on Earth at any given time. So Cho had an agreement with Cedric, that he will marry her after her OWL results some in, which will allow her to drop out of Hogwarts thus leaving an open slot for another person to leave the exile. (Note: remember, arranged marriage is normal, and they are trying to get as many people as they can back to their home on Earth). And the destruction of the L5 cluster was a huge blow.
