In the time following the events at Godric's Hollow, the Death Eaters were consumed by Harold James Potter and his continued existence.
When the Lestranges and Barty Crouch were thrown into their cells, Lucius Malfoy soldiered on, trying every location spell he could find. When his own efforts failed, he spent untold thousands of galleons hiring wizards that would have disgusted Voldemort himself. Those who didn't fail were captured, prisoners of traps that bore Dumbledore's fingerprints.
Finally, Lucius gave up: he had his own son and problems to worry about.
Vlad Dracula, Prince of Wallachia, was very calm when he heard that the boy had completely dropped out of sight. When asked for orders, he simply told his spymasters to wait.
When a few months passed, and the nation's income taxes had been filed, he personally called a number within the central offices of the British tax authorities.
Within the week, Dracula's spies had set up a monitoring team in Privet Drive, Surrey.
