To Repay the Capitol for the 1st Rebellion, One Male and One Female, between the ages of 12-18, will fight to the death in a competition called
THE HUNGER GAMES
President Foye, Capitol
"Hello Hall of Panem," I announce to the representatives from each district of Panem. "As you know, you were all elected by your districts to represent want they want and need from the Capitol," I softly speak into the microphone. "Unfortunately, the twelve districts of Panem have been proved unworthy of representation in the Capitol after this absurd rebellion. Since you represent the people of your districts, you will all be executed," I sneak in my speech before I drive off in the Presidential Limousine and watch the Hall of Panem explode in to millions of bits.
"Hello Mr. President," speaks the Secretary of District Affairs, "Many of the districts are not very happy with this decision of executing their representatives. They are threatening to start a second rebellion if they don't get represented."
"Don't you worry," I slyly speak, "They are too weakened to start another uprising."
"Trust me they will die for any representation," argues the Secretary.
"If they want representation, I'll give it to them," I conclude.
"Hello people of Panem," I announce in my special announcement that is currently being televised in all of Panem. "Many have argued with me about having no representation. So I have come up with a special plan for Panem. Every year one Male and one female(tributes) will be chosen to come to the capitol to represent their district in the Hunger Games. The Hunger Games is a fight to the death where 24 will enter and only 1 will leave with their life. Many have said that I also need to think about the children, so I have decided that the tributes will range from the ages of 12 to 18," I tell Panem. Lastly I say, "Good night and may the odds be ever in your favor."
