The government has decreed that everyone must eat health food, and ONLY health food. Enjorlas, along with other fellow citizens, has started a rebellion against the government's health food. Javert, though the government thinks he works for them, is really an undercover spy for Enjorlas & Co. Only time will tell how this uprising will end.
