He feels a personal hatred of the Capital's attitude towards the Games and wants to avenge Chaff's injury somehow. His family is supportive, but caution him to be careful. Stephanie from District 9. A pretty girl, though she was once shot by a Peacekeeper who caught her shoplifting. She now has limited use of her right arm and can't raise it above her shoulder. When she was reaped, her family tries to fight it because of her injury, but they are restricted and arrested.
