Artemis knows that Wally is gone. She even saw it with her own eyes. She knows that she'll never get another chance to kiss him or tell him how much she loves him or even how annoying he can be most of the time. She knows all of this, but she doesn't want to believe it. She needs some form of structure in her life after so many people have left her, her mom, her dad, Jade, and now Wally. That's why she keeps one part of her morning routine the same. Sure when she wakes up Wally isn't there wrapped around her in a naïve effort to keep her safe, and when she heads to the bathroom to take a shower he doesn't slide in next to her to wash her back, but she still makes the same two cups of coffee she always has. One cup for her with minimal sugar and no creamer and one cup with nothing but creamer and sugar for Wally. For those few minutes every morning she lets herself forget that she's alone again. She can pretend that Wally is just running late so she sits at the table and slowly finishes her own coffee. She never touches his. That coffee is only for Wally.
