Lucius thinks her tears are because Bellatrix is Azkaban. He doesn't know that she cried those tears long ago and accepted that her sister would go to prison or die.
He doesn't suspect those tears are for Frank. She had loved Frank when she was fourteen and for a while, he had loved her.
When he began to see how deep her family's hatred for Muggleborns ran, it tore them apart.
Even after that and she acted cold towards him, he would still smile at her in a way that made her heart skip a beat.
Frank doesn't smile anymore. He screams and she cries. To the outside world, it looks as if the tears are for the sister who broke someone she once loved.
