He tried too hard to get her to notice him. Remember the gala? She's the Avatar, after all. He wants a trophy wife. If she were younger- fourteen even! That wouldn't keep him from getting to her.

When all the world saw was just the Avatar, when she was with Tarrlok, all she was was 'Korra'. Not very many people did that for her, and Tarrlok saw the true her.
And she saw the true him as well.
They weren't just the Councilman and the Avatar.
With each other, they could be Tarrlok and Korra.
