When Tris died, Tobias nearly ended his own life on several occasions.
But she was always there, floating on his shoulder like a guardian angel, in his heart, one of the better parts of him. Every time he decided to commit suicide, every time he tried, she would whisper in his ear.
But it was only then that he could hear her, she thought about this, and after recovering, so did he. When he decided to die, that's when the veil between them, the living and the dead, were closest.
Before he go his act together, and carried on living, he was prepared to try one last time, Tris had whispered many things to him over the months, but this stood out, "We'll meet again, when your time comes, but that is far away."
He thought that would be the last time he would ever hear her voice. It wasn't; when he was about to take the 'abnegation serum' it wasn't Christina who stopped him, but Tris. The memory of her anger that he would of provoked if she still be living and the grouped memories of her that he was about to give up, bought her out of the slumber of death for a few seconds. And for those few seconds, she lived on.
Tobias felt her there, when she said, "I will always love you, and if you do this, I can forgive; but I beg you not to forget!" That was the last time he would hear her voice, until he died 40 years later.
