The small displays of affection Gibbs sometimes offers to Abby are the moments she lives for. His strong arms around her, the feel of his lips against her cheek. Sometimes she's tempted to turn her head just slightly, so instead of her cheek, he's capturing her lips with his. But she doesn't. Gibbs is the single most important thing in her life. She can't risk losing him by making the first (bold) move like that. For now, she's content with the status quo, if it means Gibbs is in her life in some form or another. She can't make the first move. So she waits. The sound of the elevator bell cuts through her thoughts, and she stands a little straighter.
