Ezra was a master at being it. A man who no one even not the liars would suspect of being on the A-team. It was so easy to spy on them right under their noses posing as their English teacher, but he truly had hit the jackpot with Aria when they start to see each other. She was perhaps the most naive of them all for opening up to and trusting him.
Since it meant that she trusted him with her issues especially the family ones. It was him who wrote that letter to Ella using his own typewriter exposing her husband's affair. Since daddy's little girl couldn't spill the beans. So Ezra figured he would do it for her.
He was one who sent himself that txt and confronted Aria about that txt acting like he though it was one of her friends who she had told about them. To make it more efficient he broke it off with her.
However that didn't last for long and when Noel Kahn threatened him about exposing him about his affair with Aria. He knew he had to get rid of him because he couldn't do his work from a cell. So he planted those answers into his locker and gave an anonymous tip to the principal about Noel 'cheating' on the exams.
It was satisfying to see that Noel got suspend from school because that ruined his credit and with no creditability meant that Noel couldn't ratted him out. He couldn't be put in jail not when he couldn't virtually do anything to find Alison.
Alison he knew that bitch was still alive, but the trail was cold. Her friends were the key to bringing her out because who could watch and do nothing from the shadows of god knows where letting him as A torment her friends.
When he did find her that bitch would get what was coming to her. Because eventually the mouse gets tired of hiding. Because once he had her the game was over and he likes playing games.
