The remaining council(consisting of clan heads) say that for the betterment of Konohagakure Naruto Namikaze- Uzumaki as heir to both clans should participate in the CRA and suggest using some members of the Konoha 12 and whomever else he may refuses at first not wanting to force his friends into being with him. However it soon turns out Naruto needs the /Strong Naruto but still has his love of pranks and is still a is possible for Naruto
