Katniss did not want a big wedding.
The reason why, may you ask? It was simple. The wedding that never actually happened years ago, just before the Quarter Quell, kind of put her off weddings. The fluffiness was not required. And since it was not required, it did not need to happen.
It most likely wouldn't change anything, Katniss knew that much. It was signing a piece of paper. Really, why couldn't everybody elope? It would make things much, much easier.
There was no doubt about it that she wanted to get married to Peeta. She did, she really did. But maybe it was because there would be so much attention on it, just like the first time around (although those wedding plans never actually went through). Or probably because half of the people she loved wouldn't be there with her... walking her down the aisle, becoming a maid of honor...
She was dead set. She would not have a big wedding.
