She was walking to pick her son up from school which was on the other side of the district. The other school was too close to the district's hero's grave.

She wasn't a whore. Her husband was. And he did it to protect her. To protect her from the Capitol that nearly killed everyone. Do you want to know where she was going? She was going to the place where her husband was killed, to make sure it never happened to anyone again.
