"It's the beginning," he said.
"No, it is the end," she countered.
"It's the beginning," he snapped.
"It is the end. She is gone, Tony."
"No, Ziva, it is the beginning of a new administration."
"An administration we do not want!"
Special Agent Anthony DiNozzo sighed as Ziva started to cry. He knew that she was upset over Director Shepard's death, and arguing with her was not going to help the situation. Slowly, Tony wrapped his arms around Ziva and held her close to him.
"Shh, Ziva. Please don't cry. It's the beginning of the end of the beginning. It's the beginning of the end of Jenny's reign, which was the beginning of your career here at NCIS. Yes, we are going to have a new administration, but you shouldn't doubt it before they even start," Tony whispered, smoothing her hair down.
Ziva looked at him for a moment, trying to understand what he said. Once she did she wiped her tears away and glanced into his hazel eyes. "You are right, Tony. I should not doubt Director Vance before he even starts to work," she agreed softly.
Tony smiled, kissing her lips gently. "Everything will be fine, Ziva. I can promise you that."
