Written for The Percy Weasley Challenge and Fanfiction Tournaments Competitions. This is an AU where Fleur got a job at the Ministry instead of Gringotts.
(I love these two. Why isn't there more about them?)
Fleur snuck up quietly behind her lover. She stood upon her tiptoes to whisper into his ear, "'Appy Valentine's Day, Percy."
He jumped and turned around, startled. Fleur bit her lip to smother a laugh. He looked so cute when he did that. His bright red hair was starting to fall in front of his face. He was forever forced to slick it back to stay professional looking for his job, but Fleur loved it the most when it was loose. She loved it when she was the one making it so.
The new black square rimmed glasses that she had gotten for him for Christmas only made his crystal-blue eyes sharper, clearer, but they were just as beautiful as they had been before. She remembered how happy he was when he opened the gift. He had been mentioning for weeks that he needed a new pair of glasses and Fleur knew that if left to his own devices, he would never get them.
Fleur knew that some might wonder why she was him, and she would ignore everyone who did so. She could think of many reasons why she loved him, but his good looks were enough to offer an explanation for why she loved him.
That, and the fact that the sex was amazing. Seriously, she could not be the only girl who thought he was handsome enough because no one was that good without practicing.
"Fleur," he said, voice stammering. Merlin, how she wanted to kiss him. "What are you doing? I thought we weren't going to tell anyone about (he looked discreetly around the deserted room) us," he whispered.
She giggled. "Percy," she whispered back. "No one is 'ere to see us, and even if zey were, I wouldn't care. I don't want to 'ide us." She wrapped her arms around him, putting her head right under his chin. She could hear his heartbeat and instantly, she started breathing in time with it. Automatically, Percy returned the embrace. "I love you, Percy Ignatius Weasley. I love you and I'm proud of you."
She heard his breath catch. She wondered if anyone had said those words to him before, someone who wasn't his mother. She found herself hating everyone who had a chance too and didn't. She vowed that he would know that she at least, was always and forever by his side.
Slowly Percy drew back and stared into her blue eyes. "I love you, Fleur," he told her, and Fleur smiled brightly. This was the first time they had ever said those words to each other. Without even realizing, he returned his smile. "I love you with all my heart, which is why no one can know we are together. My family, my friends, the entire Ministry, everyone in the world except you and Dumbledore sees me as the traitor, the one who turned his back on everything good he was ever given. I can't be anything more than that for now."
"And zat's why I love you," Fleur said emphatically. "For you are ze bravest man I know."
It was one of the many reasons she loved him after all. Fleur continued.
"It's easier to be brave when you 'ave people standing behind you. It's nearly impossible to be when you 'ave nearly no one."
Percy raised an eyebrow. "Nearly?"
Fleur smiled. "You will always 'ave me."
