1995 Marriage Act Violation

You did not report to the Ministry to confirm your marriage with Dolores Umbridge by the 31 October deadline. You have been fined 2,000,000 galleons for your tardiness. Please report to the ministry within seven days or you will be fined again. The Marriage Law was enacted on 24 October, and decrees that all mudbloods will marry purebloods to reduce prejudice and to help undermine You-Know-Who.

Voldemort gaped in shock at the letter. He had immediately given the owl to Sirius Black, his recently raised from the dead replacement potions master, who was trying to determine how it had gotten past the wards. Black had agreed to work for the Dark Lord in exchange for protection from the Marriage Law, which decreed that he must marry Peter Pettigrew, and for assurance that he would not be helping harm Harry Potter in any way. Apparently Dumbledore had been paired with Fudge himself, and was fully in support of the law.
Voldemort had read some of the other pairings, most amusing of which was that Bella had been paired with the Longbottom boy whose parents she had tortured. He had thought they were both purebloods, but perhaps Bella had had something to hide. He discarded the note, and summoned Wormtail.
"Wormtail, I need you to deliver this potion to Severus."
"Yes, my Lord." The rat kissed his master's robes before scurrying off.
Voldemort opened the day's Prophet, curious about the retarded Marriage Law. He once again found himself questioning his desire for immortality when he was greeted with a picture of Fudge and Dumbledore passionately making out.
He was interrupted by an ear-splitting scream. Voldemort wondered if Black would appreciate some help.
