Answer: Issei and Jalter souls are merged so they can switch their bodies meaning they can switch gender from male to female.
Also the harem part, "anyone can be in it" can it include male characters or it's a female only harem. Anyone is a word that is hard to understand clearly after all.

Not only that, Jalter's "Dragon Witch" skill can make dragons obey her, does that skill also influent Ophis, Lilith and Great Red or Sacred Gears with Dragons inside them? They are Dragon Gods and True Dragon and the Sacred Gears could be count as Dragon-trait, I guess.
